To Be Really Useful, We Must Keep Pace With The State Of Society, And Not Dishearten It By Attempts At What Its Population, Means, Or Occupations Will Fail In Attempting.

Every State Has A Natural Right In Cases Not Within The Compact (casus Non Faederis) To Nullify Of Their Own Authority All Assumptions Of Power By Others Within Their Limits. Without This Right, They Would Be Under The Dominion, Absolute And Unlimited, Of Whosoever Might Exercise This Right Of Judgment For Them.

We Lay It Down As A Fundamental, That Laws, To Be Just, Must Give A Reciprocation Of Right; That, Without This, They Are Mere Arbitrary Rules Of Conduct, Founded In Force, And Not In Conscience.

The Inconvenience Of Meeting To Exercise These Powers In Person, And Their Inaptitude To Exercise Them, Induce Them To Appoint Special Organs To Declare Their Legislative Will, To Judge And To Execute It. It Is The Will Of The Nation Which Makes The Law Obligatory.
