Under Governments Of Force: As Is The Case In All Other Monarchies And In Most Of The Other Republics. To Have An Idea Of The Curse Of Existence Under These Last, They Must Be Seen. It Is A Government Of Wolves Over Sheep.

The Creator Has Not Thought Proper To Mark Those In The Forehead Who Are Of Stuff To Make Good Generals. We Are First, Therefore, To Seek Them Blindfold, And Then Let Them Learn The Trade At The Expense Of Great Losses.

When Virtue Is Banished, Ambition Invades The Minds Of Those Who Are Disposed To Receive It, And Avarice Possesses The Whole Community. The Objects Of Their Desires Are Changed; What They Were Fond Of Before Has Become Indifferent; They Were Free While Under The Restraint Of Laws, But They Would Fain Now Be Free To Act Against Law.

When We Come To The Moral Principles On Which The Government Is To Be Administered, We Come To What Is Proper For All Conditions Of Society. Liberty, Truth, Probity, Honor, Are Declared To Be The Four Cardinal Principles Of Society. I Believe That Morality, Compassion, Generosity, Are Innate Elements Of The Human Constitution; That There Exists A Right Independent Of Force.

Man Is Not Made For The State But The State For Man And It Derives Its Just Powers Only From The Consent Of The Governed.
