That This Privilege Of Giving Or Of Withholding Our Monies Is An Important Barrier Against The Undue Exertion Of Prerogative, Which If Left Altogether Without Control May Be Exercised To Our Great Oppression; And All History Shews How Efficacious Is Its Intercession For Redress Of Grievances And Re-establishment Of Rights, And How Improvident Would Be The Surrender Of So Powerful A Mediator

One Imputation In Particular Has Been Repeated Till It Seems As If Some At Least Believed It: That I Am An Enemy To Commerce. They Admit Me A Friend Of Agriculture, And Suppose Me An Enemy To The Only Means Of Disposing Of Its Produce.

We Shall Divert Through Our Own Country A Branch Of Commerce Which The European States Have Thought Worthy Of The Most Important Struggles And Sacrifices, And In The Event Of Peace On Terms Which Have Been Contemplated By Some Powers We Shall Form To The American Union A Barrier Against The Dangerous Extension Of The British Province Of Canada And Add To The Empire Of Liberty An Extensive And Fertile Country Thereby Converting Dangerous Enemies Into Valuable Friends.
